Sam Gibbs
Senior Vice President and General Manager of Small Business

Sam Gibbs, senior vice president and general manager of small business. Sam Gibbs has served as senior vice president since September 2000. Since November 2004, Mr. Gibbs has served as general manager of the company's small business products and services business. Mr. Gibbs previously served as the general manager of eHealth's technology licensing business and as general manager of product management.

Before that, Mr. Gibbs was a vice president and general manager for Rand Worldwide, an engineering services company. Prior to Rand, Mr. Gibbs was founder, president and chief executive officer of AVCOM Systems, Inc., an engineering services and systems integration company. Under Mr. Gibbs' leadership, AVCOM grew to a $100 million enterprise before being acquired by Rand in 1997. Mr. Gibbs has also held engineering positions at Raytheon Aircraft and TRW Space Systems

Mr. Gibbs holds a B.S. degree in aeronautical engineering technology from Arizona State University.

Kim Bellard
Vice President eMarketing and CRM
Highmark, Inc.

Kim Bellard is vice-president, eMarketing & CRM for Highmark Inc., a licensed affiliate of the Blue Cross Blue Shield Association. Mr. Bellard’s primary responsibility is developing new generations of products and services for Highmark, all aimed at a consumer driven market.

Highmark’s consumerism portfolio includes:

  • BlueAccount: Highmark’s spending account portfolio, which includes BlueAccount HSA, BlueAccount HRA, and BlueAccount FSA. All feature full integration between the Highmark health plan and the consumer’s spending account.
  • LifeStyle Returns: a structured, online rewards program to encourage more employee engagement in healthy behavior.
  • BlueChoice: a set of online tools and information to allow employees to customize their own health plan to best fit their needs.

In addition, Mr. Bellard leads Highmark’s transparency efforts, aimed at helping consumers make more informed decisions about their health care choices through more quality and cost information.

Mr. Bellard’s unit also developed, and has ongoing responsibility for Highmark, Highmark Blue Cross Blue Shield, and the Highmark Blue Shield websites. These include consumer portals, employer portals, agent/visitor portals, and the corporate website. The various sites offer an industry-leading array of information and services to their respective constituents, and continue to be expanded and enhanced as part of Highmark’s strategy to move more services to the Internet.

Prior to joining Highmark, Mr. Bellard spent twenty years with Prudential HealthCare in a variety of roles.

Mr. Bellard is married and lives in Pittsburgh. He is a summa cum laude graduate of Bowling Green State University.
